Spotty UV damage from the uneven removal of whatever original protection there was? I've seen paint fade like that on cars, where the wax didn't come off evenly, and once gone from one area, the fading happened fairly fast compared to the areas where protection still existed. Exterior contaminants can also affect that. A blotch of tree sap can preserve the wax in one spot, while bird droppings can etch through it quickly in another.
Like others, I'd try wetsanding it smooth and even, buffing, then adding UV protection.
