I think the scaling will work out just fine for you. That small of a change should change much.

Joining the chine with the stem will be a little extra work. At the stems the chine is above the waterline, so you might be able to lower it if it's too hard to bend or tapper as long as the curve looks fair at the first and last stations. From the first and last station to the stem the chine should either just touch the skin or sit slightly under it. Moving it down slightly will increase the flare ever so slightly, but as long as the curve remains fair, it shouldn't really hurt performance. Ideally, I'd taper the chines and the gunwales to come together and then join them via glue or with fancy woodworkery.
