I second that: since getting a bench disc sander I've taken to using that, with a guide clamped to the table; great for "production" work, the fastest and the most accurate way I've yet found. No mess either since it's hooked up to the vac. A good alternative is a miter saw, no big deal to set up a guide.

If you are scarfing dozens of strips for a big stripper then cutting and gluing them in pairs will become a bit of a drag after a while, but we are only dealing with sheer strips here so in the absence of power tools I would go for the planing method, taking care to ensure the cut is level so the cut ends are square across the strips, since any error there will double when the top strip is flipped over.
