If you think the weight is to far forward, I would put some ballast in the back and try it out before I started cutting. I would be surprised if that is the problem, though.

Does it always pull to the same side? Is it windy on the water? Is the water still? If somebody else uses the boat, does it pull for them? Are you very right-handed? What else......
