People are amazingly hardened to this too. One evening this year we had a drowning, college student with a bunch of friends in an old canoe using only throwable life preserver cushions was a good swimmer drown when the canoe flipped. Later on watched a whole bunch of beginners in rental kayaks on the same lake, with the rescue vehicles still present just toss their pfd's into the boats and go paddling without wearing them, amazing. No cure for stupid.
