Traditional double planking is called double diagonal planking, with the planks (strips) running at a nearly 90 degree angle to each other with a waterproof membrane between them to seal the gaps. Tom's method of running all the strips the same way would seem to eliminate the need for this membrane but with no cross grain strength would seem to require frames. The waterproof layer on traditional construction was a linen canvas coated in heavy paint before the next plank (strip) was added. Done more modern it's often a synthetic fabric with something like 3M's 5200 as a sealant.

Lots of books on wooden boatbuilding will have details of this method, though not sure much of it applies to Tom's method. Frames or bulkheads are probably required for either method. A kayak makes this easy as there are already two bulkheads normally used, might be enough, though extra frames are likely required.
