Not sure how Bill does it, but I use sandwich construction.
1. Inner plywood frame for the coaming
2. Skin the entire boat (both layers) going right over the inner coaming ring. Make sure the skin is well bonded to the ring.
3. Epoxy the outer coaming ring to the inner and fabric (with a few screws from the inside)
4. Finish with fill coats and varnish.
Here's a pic of the frame of my daughter's "Pink Jaguar" boat. Note the 1/4" plywood coaming ring.
