Skin-on-Frame: RustOleum Prof on Poly skin or Lo VOC alternative

Hello everyone...
Last stage of the build finally about to paint but reading the label of the 1 Gal. RustOleum Professional it says not recommended for water immersion...
A. Any thoughts on this?
B. Now if I get regular "stops rust" quarts, how many for a 15' yost?
C. And... any Lo VOC big box alternatives???
