I'd also test it on a scrap of ply to make sure it doesn't "de-bond" the face veneer.

When installing a bulkhead I would think the cleanest way would be to mark where it is to go first, apply adhesive to the inside of the boat, then insert the bulkhead, but I haven't tried it . . .
