I haven't tried it but here's some ideas that might help -
Rotating the paddle against the fence should work OK.
I would start at the shoulder and work toward the tip, so the tip remains full diameter until the end acting as a guide against the tabletop.
I suspect the easiest way to do it is to ceut the entire rabbet before cutting the paddle, assuming you made it in one piece.
If it's a hollow shaft, you might need a bit extra wall thickness where the outer diameter is reduced . . .
