Glued lap is a modern take on traditional lapstrake planking, usually used with plywood planks.

You can add butt blocks but if you're going to go to the work of restoring it, might as well do it right and just replace any bad wood.

Lapstrake should be watertight, doesn't require swelling to get that. Normal traditional boatbuilding rule, if it's caulked between planks it needs the wood to swell in contact with water to get it watertight. Lapstrakes are dry fit, not caulked. If it needs swelling to get it watertight, it's got leaks that need fixed.
