Professional grade watercolor pigments are more light fast than anything else used on a kayak, at least many of the pigments are. If you protect the epoxy adedquately with varnish, you would not have to worry about the watercolor pigment under the epoxy.
However, watercolor paints include a gum which could interfere with an epoxy bond. I would test first before using them under epoxy. On the positive side, many of the pigments are powerful and would tint a lot of water, and the range of colors available is large.
