The blade is from a hand held mat cutter for picture framing. See pic.

It is only really effective on flat surfaces though. I usually start off with the blade protruding about an eighth of an inch, rotate gently a couple o times to sink it, then extend the blade a little more and repeat.

It works best when you can work from both sides of course, if you want perfect surface edges.
