Wear the respirator. All the time. If you can smell cedar you should be wearing it. Use dust collection with your ROS. It's cheap and easy nowadays. No excuse not to. Just like a respirator.
NOW- Rob's advice here is what West's tech line told me, except they said to use a scotch-brite pad. Same thing except synthetic instead of metal. (Personally- I prefer steel wool unless I'm working on wood where there's a chance I might get particles on or in the wood that could potentially make black dots when exposed to moisture. You have to wear gloves, though, because it falls apart. Scotch brite pads just get dull like sandpaper.)
West said to use it for the same reason Rob said- it won't cut into the glass in the underlayer.
I sanded down to the glass and used steel wool. Problem solved.
