With the FireStar being a slightly downsized
: version of the NorthStar, should I plan on a drop down skeg for
: this boat. Will I need it?

If you are a skilled paddler you will not need it. The FS handles better without a skeg, than any other kayak.

A skeg will add weight, drag and complexity, which at best, you will use 1% of the time.

Without a skeg you will have less weight, less drag and hone more skills all of the time.
