Actually, not really new at all. KayakCraft book has been out for some time now and Bear Mountain Boats has been selling plans with this method for even longer.

The sheer clamp is in place on the forms and bevelled so that the hull can be built, but the hull strips are not glued to the hull. The sheer clamp strip is masked off with tape to prevent this. After building and glassing the hull, the project is rolled over, the sheer clamp strip is bevelled to match the forms and then the deck is built. At this time the deck strips are glued to the sheer clamp strip and remain there. Deck is completed, glassed and removed with sheer clamp attached. Now imagine after insides are glassed, the deck with sheer clamp fits inside the hull which can be pushed open to fit or pulled in with screws while thickened epoxy in the joint sets. As my six year old says. Easy Peasy
