Are you doing an occasional paddle, or setting up a high volume production facility?

I suspect it is closer to the former, and you should be fine in a basement - using the normal precautions (aka wear a mask). If you are doing a LOT of epoxying, you will want to invest in some air handling equipment and/or high-end personal protection equipment.
