My primary shop is one half of my basement and I have glassed many kayaks down there. I open basement windows, wear the respirator and start my wood stove as needed. I never sand epoxy down there, except for very small items. If the odor seems to get upstairs my wife will open a window upstairs, no big deal as she is sensitive to such things.
On one boat I hung plastic as a partition but it was too much hassle and a fire hazard as it was not fire resistant........
As for foamed over vents:
It is important that your basement breathes in the summertime to dry things with the higher humidity levels so I suggest opening some vents in the summer....Unless you have a very dry basement (I do) which is rare..
