If you're paddling in waves that are shoulder high (2-foot waves) or overhead (3-foot waves), then having a deck bag is even more disadvantages than keeping it inside the cockpit. It raises the center of gravity, gets in the wave of paddling and throws water into your face. I've found that the best thing for photography is using a Sealline dry bag padded with an old foam sleeping pad. You pop the skirt, pull the bag out, get the pic and put it back in the skirt. The faster option is use a Pelican case or store the camera in a waterproof camera bag.
Personally, I like using an Under Deck Bag for storing stuff. The top is a great place to store a pump. Pic in response below.
