Fiberglass insulation is by far the cheapest way to do the shop, or the house for that matter, it's why virtually every house's walls are insulated with it. For a small project like a garage, fiberglass batts in the ceiling are also very likely the cheapest way. Just be sure to get the insulation with the vapor barrier on one side, wet insulation is no insulation.
