I think you need to be sure you're comparing apples to apples- I'm sure there are a lot of different kinds of biaxial tape. I've used carbon fiber biaxial tape a couple of times, and for what I used it for it was amazing. It's harder to wet out carbon fiber, and I did get a couple of dry pockets, but it was the first time I'd ever used it. It didn't effect anything structurally. The trouble is that it has the bound edge that causes a "bump" when you glass it. It could also be hard to work with because it has a range of widths, and can expand from say 3/4" to 4". The bump sands off fine if you don't mind the extra work.
I have invented lots of schemes for using composite materials, but one of the things I've found is that just calling up Jon Soller http://www.solarcomposites.com/ and telling him what I want to do and asking him what to use has been the most successful. It's definitely saved me some grief.
