I guess you could do that but it would have to be at a very shallow angle to result in the tube being flush to the inside of the deck. If you went that route you would not be able to use the open loop on the inside as an anchor for under-the-deck lines. I made a test fitting and tried to destroy it by tying a heavy wieght to a line running through it. I gave the line lots of slack and dropped the weight from a height but could not manage to damage the fitting. So I think there is sufficient surface area for the bond even if the sleeves go through the deck at 90 degrees.
On Et's question about leaving the plastic tubes in place to reduce wear caused by the lines, again I gues you could but the deck lines and bungee cords don't move that much in the fittings and I have not seen any noticeable wear.
