Try to see if the white spots disappear after applying varnish in a small area. If the spots disappear great. If the spots remain and you suspect they are on the surface then try to sand with about 120 or 180 grit. The epoxy may have softened and formed a little bit bit of putty that then fully hardened. Leaving little spots of whitish crud that will be visible under varnish. This will sand of if this is the case and easy to check. You should easily see a change in the color of the epoxy surface as it sands off.
