Hi Robert,
As Bill said, epoxy on varnish won't have any structural strength, but if the varnish is sanded the epoxy will spread flat. Specially if you don't want epoxy on the varnish. Don't ask how I know. :( But I'll say this, don't start a second project in the middle of another project. And have a good carbide scraper handy.

Chemical stripper can lift varnish off the surface and lift what gets into the pores of the timber. Much better than sanding if you don't want to loose a layer of wood. It just takes more work neutralising the stripper.

Nicely sanded wood is very easy to get an even coat of epoxy, or any coating. Finer than 180 makes it more finicky, though.
