If good paint stripper didn't affect the surface, it's definitely not 'standard' spar varnish on it.
By 'resin', I'm assuming you mean polyester resin? (Epoxy is a 'resin' as well..)
Scraping cured polyester resin usually releases a characteristic smell, but you need 'previous exposure' to recognize it. (Have you ever used Bondo or car repair fiberglass kits or sanded a commercial fiberglass boat?)
Anyway, epoxy will stick to sanded cured polyester resin just fine, and epoxy will also stick well to washed (soapy water) and sanded epoxy.
If you are concerned about adhesion, take a strip of glass tape and epoxy part of it to the surface. Let it cure and see if you can tear it off. If you can't , just sand off your experiment and you will be 'good to go'.
You are sure there is no fiberglass on the boat?
