Heat and bond works fine, but it helps much if the frame is varnished or painted first, the tape doesn't stick to bare wood all that well.

Depends on what material you're using but the heat-n-bond tape doesn't stick the fabric to itself well enough that I'd want to trust it on the water used alone. You can use contact cement for that (sticking the fabric from the deck to the hull), and that has the advantage that it flows with heat after it's set up hard, so any wrinkles can be ironed out using a household clothes iron.
