Are the 'two parts' of the boat stored on the strongback and forms? (I'm thinking distortion issues...)

I certainly wouldn't think of paying anything near $1000, even if I wanted that particular boat.
A few hundred dollars at most from me.
At that asking price, I wouldn't bother getting involved, since the seller would likely be hurt/insulted by my low offer.

Perhaps in your area it is different, but I don't see a real roaring demand for amateur-built strippers- even well-built, completed boats.
The 'I built it myself' is a big part of the appeal.

Remember, in many places you have to pay to put a project in the landfill.
