I'm sure latex house paint would work just fine if you let it cure for a year and never scraped it on a rock for at least that long. If you did i'm sure it would peel right off. Standard RustOleum will work as well as the marine stuff- I've talked to them and the base material is the same, but the marine has more UV protection and is more flexible.

I don't see it as a gain to skimp on the finish materials.
