Looks like a good solution Dan,
The comments on using a ban saw instead of a table or chop saw for this are good points.
(I don't have a ban saw, but I think my table saw scarf jig is the safest I've seen so far.)
You might consider making the 2x2 fence longer to extend past the end of the ply, maybe even have a strip of the plywood extend under it, so that you could grip the jig and your strip with your left hand--while also keeping it far away from the blade. I added a handle on my jig for my other hand to give it a safe place to move the table that would also be safe.
Something I've learned from luthiers is the double-bend on the face of violins. If a similar double curve could be incorporated into a kayak deck, it would really stiffen and strengthen it.
