I think the problem is that it's already been done. It's called an EPIRB- Emergency Position Indicating Rescue Beacon. It transmits your location and the name of the registered user over and over when activated.

Most kayakers don't go for "built in" but would prefer portable removeable options. You have to carry the kayak a lot. Anything removable makes that task easier. How about instead a new design for a kayak rack for a vehicle. Google "hully rollers" They are a good idea that don't really work well. Maybe find a better way like use tracks instead of rollers. Just a thought.

Most kayakers will shy away from electronic gadgets. That's not a blanket statement, but beyond a handheld GPS, a radio, basic lighting, there isn't much demand for fancy gadgetry. Not knocking you, just steering you in a better direction.
