I think that a bigger threat to most kayaks is being struck or nearly struck by careless or drunk power boaters or PWC operators. A system to help mitigate the risks in this area would probably be time better spent. Part of the problem with the 127 hours situation was the remoteness, and most kayakers are not paddling in remote areas. Those that are usually have marine VHF, GPS, EPIRB, and frequently satellite phone. You may want to read Greg Stamer's web site kayakvagabond.com to get an idea of expeditions in remote areas.
