Perhaps I was unclear. The fiberglass is delaminating from the wood, not the wood from itself. The wood is good. Its just bubbled forming under the fiberglass/epoxy, between it and the wood. I dont see this as being a wood problem, though I could be wrong. Seems more like an adhesion problem. The boat is at least 10 years old, not built by me.

Someone suggested that it needs to be cleaned out and maybe sanded under the bubble, to remove the epoxy that has failed.
