: Perhaps I was unclear. The fiberglass is delaminating from the

I'd more suspect that the glass never bonded in the first place. It's pretty easy to get air trapped under the glass. The bubbles need cut out with a razor, the edges feathered (sanded smooth so there's no sharp edge) then a new glass patch put in with epoxy lapping over the hole and the sanded edges.
