To err on the side of caution, I decided to get the potentially bad batch off asap and I'm sure it was a very good decision.
It's coming off much easier than I thought it would (glad I tried to do a super thin coat). Denatured alcohol and a scrub brush wipe with a clean cloth and lots of pressure and it's rolls off like dead skin. followed with a vinegar bath and more scrubbing seems to be getting it back down to my original good coat. It's not sticky at all anymore and I can feel/hear the zip zip of hard cured glass.

The garage now smells like Italian dressing...
I'm assuming after all is said and done a lite sanding would be in order before attempting another fill coat?

ATTENTION ALL NEWBIE BOAT BUILDERS AND FIRST TIME EPOXY USERS:
Never mind the squirrel running around in your shop or any other distraction when mixing your epoxy! Pay attention to what you're doing!
It's not fun trying to get the bad coat off and will make you absolutely sick when you realize your error. Lesson learned.
