Actually though while stretch isn't a good thing, having the deck lines tight isn't either. Need to easily be able to slip your hand under the lines, can't be taunt and have access easy. I use a short bungie to pull them tight with a polyester "keeper" to limit the amount that can be pulled so they are both taunt on the deck but easy to get your hand under them if need be.
