The most effective way to make deck lines usable is to elevate them above the deck and pull them tight. In an emergency situation, you need to be able to grab the lines without even thinking about it and any system that requires dexterity is a liability. Loose deck lines reduce the control you have over the boat and can make them nearly useless if there's too much slack.
