Some epoxies are more moisture tolerant than others; System Three's T-88 which is a 1:1 mix is supposed to be able to adhere to damp wood if "worked well into the surface" . . .

For laminating inside stems - where the glue edges are protected - I use Titebond III which is quite happy to stick to slightly moist wood.
