I'm absolutely convinced that no matter what guidelines you publish, no matter what education you do, and no matter what laws you pass in the name of safety, some idiots are still going to hurt/kill themselves. If you make everyone wear pfds they'll just go out and capsize in shorts and t-shirt in 40 degree water... The urge to force everyone to do something because someone without a grain of common sense "might" hurt him or herself is ridiculous. You might as well force people to put pontoons on kayaks because they're "inherently unstable"...
