Although a 20" loom doesn't sound unusual, the way to measure isn't pinkie-pinkie, it's outside of the index finger-outside of the index finger. You should be standing with your upper arms hanging comfortably at your sides, but with your elbows bent 90 degrees and your forearms parallel to the ground. This will give you the measurement of the straight section of the loom. I would suggest starting with 45 degree shoulders; you can always taper them more later.
