I am doing my current Marokses by glassing inside of hull,
drilling out oversized (12mm),
filling and re-drilling for the tubes (8mm),
lumping and pulling the tubes,
then sanding outside of deck and glassing right over the holes.
Then I drill through the glass over the holes with a countersinking bit.

You may think that the holes will fill up with resin, but they don't.

Doing it this way there is a slight round over at the countersinking and also glass cloth over the oversized epoxy fill around the hole.

I don't bother with the Teflon tape. If the plastic tube is left a little over length it can be stretched a bit from both sides to reduce the diameter, then cut off flush one side and pulled out from the other.

The easiest way to pull the tubes is to grab the end in the middle of some long nosed pliers and roll the tube around the pliers while holding a block between the deck and the end of the pliers. This method allows controlled force to be applied and the tubes don't pop out suddenly.
