I built these similar. I used a 5/16 wood dowel wraped in packing tape long way. Then wet out two lengths of 2" glass tape. Then placed the plastic wraped rod in the center of the two lengths of tape. Used thickened epoxy for smallest possible fillet at the edges. Placed 3 lengths of Glass tape on top then 2 lengths of carbon cloth on last. I covered with plastic shelf cover and then a foam form with a trench carved out on last. I weighted the stack with about 50 lbs and that is a poor man's vacuum bag system.

When cured I cut and shape the padeye. Then tap out the wood plug left inside the padeye. The system leaves plenty of glue surface and a 5/16 hole for 1/4" bungy cord or deck line. A smaller dowel will work for 3/16 deck line. the weight is so minimal and the strength is off the charts.
