A good knot that has a loop at the end and is adjustable is the Tautline Hitch (used it for years but had to look up the name.)

For slippery nylon, polyester etc rope, add another turn or two close to the loop, and more loops (bends?) on the outside.
To adjust just grab the knot and pull or push.

I don't know if it'll work for bungee cord

I don't think any deck hole could ever be tightened enough to not leak. When rope stretches it's diameter decreases.
