100% spot on. You've got thousands of amputees every year, including extremely experienced people.

If table saw users agreed to not go to the ER if injured by one, additional safeties would be a liberty issue. But as that's unlikely, this is a matter of public safety and cost-benefit analysis.

All added safety features feel like unneeded hassle and expense at first. People hated mandatory seat belt laws. The auto industry hated airbag regs. If people could avoid operator error those devices would rarely be necessary, but operator error is human.
