If you can't reach it, you can cut a L shaped slit in the deck skin to reach in for working on it. You could possibly clamp on a bent sister piece with epoxy. Then sew up the slit and patch it or use some sealant. Anyhow, that's how you might get at it. The skys the limit on how you repair it.
