I would definitely cut the ribs that are threatening the skin, but the #3 rib also looks to be stressed so some rib replacement or reinforcement seems to be called for. Preferred approach would be through the deck I imagine; to avoid a visible patch perhaps this would be a good time to think about a hatch . . .
