The physics of water resistance is apparent from looking at sharkskin. If a layer of water adheres to the mat finish the boat will actually slide more easily through the surrounding water. The water molecules apparently slide over each other with hardly any friction.

If you look at the hulls of boats like the Americas cup boats, they are usually sanded to a matt finish below the waterline.

I wouldn't hesitate to use the matt finish if it was durable and looked good. It may actually be faster.
