It doesn't really matter much how you encase the tubing. That's just a form. I made mine just you did for years until I started using the fiberglass sleeves.

The thickest cording I use is 1/4" bungee with the perimeter lines 3/16" polyester. Your 1/4" dia tubes (3/8" with the vinyl tubing pulled out) will be perfect for a single line running through them. I up-sized mine to 1/2" so I could run two lines through a single fitting.
