With the wall paper steamers around now (Wagner I think) being pretty cheap and painless, it's pretty easy to make an effective steam box. I use 3" PVC pipe strapped to a 2x4 so it won't sag with the heat, works great, cost maybe $40 and took perhaps an hour to make.
