Does the ferrule already have the 'standard' three holes drilled in it?
If so, the usual practice is to arrange the ferrule so that the middle hole orients the blades 'straight' i.e. zero deg feather.
Then the other two holes can be used for right- and left-control feather.
If you want a different angle from that provided by the pre-drilled holes, once you have determined your 'ideal angle', you can drill a 'new' hole (through both layers of the ferrule) on the opposite side and move the spring button to the new hole.
Feather angles -desirable and not- are a whole different topic. Lots of opinions out there....
