It's not necessary. It would give you some abrasion resistance but not much added strength. Not an easy application of cloth to say the least. A couple coats of epoxy is rock hard and excellent as well. I never glass the lip and beat on my boats and they are strong. Over the years 5+ or so, you have to watch for deterioration of varnish and epoxy and keep up with that and I think a layer of cloth would help with that. But getting cloth to wrap around that outside lip (where it's needed the most) is a nightmare.

And if you don't keep up with varnishing and you wear down to the cloth and weave starts showing, then what do you do?
